This just started happening last night.

For those asking i ve tried it with my usb being format exfat and fat32 then it says cannot find the update file.
Ensure that the ps4 folder is at the root of the usb storage device and not contained in another folder.

So once connected to a pc you should get a message indicating that the system has properly recognized the connected usb drive.
